I've only heard it as an insult. I actually have known jews pretty closely at different points in my life -- though none currently. And they definitely did not employ any shabbos goy. So maybe it's an upper class or regional thing? IDK. The jews that I knew avoided certain tasks on the shabbos, for sure, but that stuff just didn't get done. And everything that really had to get done they had an excuse for. So ultimately the shabbos wasn't that sacred at all. it was just a time when jews preferred not to do any work; ie the same as every other time. And then they got all the Xian holidays off work/school, but they also took a shitload of extra holidays. Got presents for Xmas and Hannukah. Got divorced like everyone else and tried to screw over their ex-wives. Basically, they were regular people but shitty.
