In fact, it says that States have the right to decide their own voting requirements, hence the Senate and Electoral College's raison d'etre.
If california wants to allow anyone to vote in their elections, including illegals, so be it. that's California's prerogative. If Kansas decides that only landowners can vote, so be it, that is Kansas' choice.
