Didn't google have one around 2010 and used it for Google earth surveillance mapping or was that just basically a large, massive modern High-altitude balloon ?
While I love the idea, and it's great to think of a future where we don't have to be tied to territorial property disputes, what's to stop someone from arming themselves and causing untold harm to the people who live below?

I have not. I don't really play games much. Too busy working on AirShips. :D Yes, there's going to be a dark side. How will you stop immigration if everyone has a floating house? There will also be AirShip pirates. Nevertheless: Making the UN and WEF irrelavent will be worth it.
Bioshock Infinite is about an entire CITY that was made to stay suspended in the air permanently. There's a pretty famous line from the game: "the seed of the Prophet shall sit on the throne, and drown in flame the mountains of man." It's reference to a religious prophecy in-game that is about how the MC is destined to turn evil and destroy the world using the technology invented to keep the city afloat. Basically, my question about asking about the game was to reference exactly what you said, sky pirates.
I think that what you're doing has a lot of positives, but the downsides outweigh the costs of following through. This is just my opinion, of course, and between us, agree to disagree, you know? But the world is dangerous enough. It's going to be so much worse if you give everyone the ability to gun down people on the ground, with a lot of ways to either hide or escape.
There's a reason air dominance is such a big priority of the US government (not that I'm a fan of theirs) - things that fly can do a lot of damage if left alone.
I think flying communities inside sovereign air space would work. a flying community above Kansas would theoretically have the same protection as a land based home in Kansas.
The existential changes that will occur are not entirely predictable. But our current system is fucked, so..... Also I feel like the work we're doing is inevitable on a longer time line. Clearly (((they))) are stalling AirShip development, so it must be a net good thing in ways I'm not even aware of.
