A LOT of people are utterly clueless about wildfires. The dry lands of California burn. If you put a house in a place loaded with dry fuel without creating a defensive barrier zone of 100 feet or more, your house will burn when the fire comes through.

The LA region is vastly overpopulated, so they build houses in places with zero defense against wildfires. Same with the Paradise fire a few years back. No defensive zones. Dry fuel everywhere. Limited egress. Many unanticipated and unwanted consequences.

The difference is that we aren't stupid enough to allow it to build up to a point that it becomes a risk to begin with. Farmers-Ranchers across that nation do smaller controlled burns, and preventative maintenance in areas to remove potential fuel before it reaches this level of risk.

Yes, that's the theory. But add a 5000 gallon water tank so you can keep the water going when city water runs dry. This is another example of the problems with their house location. Affording an extra 20-30 yards of defence zone is another. Land is super expensive, generally costing far more than the house you put on it.
This is not flat land that's burning. The hillsides are steep and often inaccessible. If burning those hillsides were attempted, you could easily end up with a smaller version of what's happening now, owing tens of millions of $, and potentially facing prison time.
