Devil's advocate... he was a math guy, he may have determined how many tickets he needs to buy in order to have a high probability of winning. Takes a lot of cash to do that. Still I'd never play as it does seem rigged, the powerball anyway. California has a rate of powerball winners that is disproportionate even for it's population.
