"Sanctions might include exclusion from the financial system,
material support to terrorism charges for anybody aiding, abetting, or praising the
suspect, or removal of any online propaganda disseminated by the individual or their
organisation. 105".
While I doubt (current) goats would engage in unlawful activity, which would obviously be caught by legislation, they do seem to have their heroes and laud them, and they could get snared by any legislation that implements the above suggestion.
