No one in Congress was willing to draw any legislation or pass it through. Maybe Ron Paul would have, but everyone else wouldn't stand up against their israel oathkeepers.

He could have reformed health care, but was told not to.
Because he serves the same jewish masters. They didn't want it. They passed tax reform because it raised the hopes of the right wing, to make them think Trump was on the public's side, so Congress was instructed to pass it.
