Well it wasn't a winning play for them was it?!The Soviet Union was collapsing and all they could do to keep control a little longer was give the people a reformer called Gorbachev!Even he was faced with massive protests in the end. They must know they are properly fucked at this point if they are using a failed playbook to buy more time.
