"According to the new plan, the aim is to grow a corps that is "more intelligent, physically fit, cognitively mature, and experienced."
WTF is "cognitively mature"?
I spent 7.5 years in the Marines. I left at the end of my second enlistment after seeing promotions going to minorities, instead of on service time and merit.
Same. I did 12 years, left in the mid 90s because I could see which way the wind was blowing. When I was supervising an office of about 8 people, I asked how much preparation they put into taking the advancement exam. The White men all worked very hard, the "minorities" didn't study at all and were promoted.
