Population is improved with eugenics, like in brave new world, except here the standard is just improved ability across the board, and not sorting people into genetic castes. In this one blacks, jews, and other substandard races are essentially wiped out, either through this system, or through war. The main character is philippino so not everyone is white, but you won't see any Australian aborigines around either.
Religion is gone, like in brave new world, but here it's replaced with a fanatic sense of nationalism and fierce militaristic ethic. This isn't communism plus rampant organized hedonism, but libertarian ultracapitalism tempered with a sense of personal responsibility and self control. There may be no God, but there will not be a life lived and regretted for its meaninglessness, because here your life is filled with a firey purpose, you work your ass off, and you possibly put that as on the line for a chance to be recognized as a better class of individual, you are encouraged to have children, and when you die, whatever regrets yet longer will be those you can accept.
There is still a caste system, but only in that there are those who choose to employ themselves in combative service, be it law enforcement or national defense (cops, soldiers, spooks), and earn a citizenship that grants political rights, or refrain from active duty and compete in the world of business instead, which still had the same military style ethnic and organization, but with less risks to one personal safety. It takes a certain kind of person to earn the privilege of being involved in the political process, one who has strength and aggression, but one who has restraint and control over it.
The world is a proudly fascist one, but one where there is still personal freedom, though also one where only those who have proven a kind of competency and sense of responsibility could be trusted to weigh in on how their world is governed.
