All the runs were done over the river, not the city proper.
Could be an airshow practice, or just low level urban flying. Airshows have very specific sectors designated for different activities, in case the rare crash occurs. Nobody allows unregulated flying over a major city center.
Also, the zoom factor makes it appear closer than it probably is.
