Tallest gets so irritated because he knows what's coming, and that many things will happen to the cattle. IMO, his main delusion is thinking the people have the capacity to perceive actual reality while living a modern society life.
If there's any kind of revolt, it will be the result of one of the owners deliberately stampeding the herd, as we're seeing in Ukraine. Elensky is a hired minion, but notice how he has immunity from retribution, even though he's culled huge numbers of the Ukrainian herd, and not a small number of Russians.
The people NEVER act on their own. It only happens when the order to "Stampede them!" comes down. Sometimes management needs replacing, sometimes the herd needs to be culled in certain ways.
As for Joe, he kind of grows on you after a while.
