You are confusing the result with the intent. The intent was to supress drug use. Then it ran smack into two things: 1) human nature, and 2) the lack of willingness on the part of the people running the state to act with sufficient ruthless to achieve the desired effect. What results is a form of static equilibrium i.e. the "WO(s)D" has kept dragging on not "so that cops and the courts can live off it", that is just the result.
It has kept dragging on because the people who passed the laws aren't the people who are constantly stuck with having to pick up the turd by the "dirty" end.
How do expect to prevent murderers from killing people?
By making sure that everyone else also has the same option. The current number of murders per annum occuring in my immediate vicinity has remained steady at 0.00% per capita for over half a century now. That is NOT an accident.
And the number of state-sponsored legally-covered, exta-judicial murders? Same. How odd, huh?
