Bruh, I hate to be the one to break it to you, but cops got radios and even small departments have boat units now. Especially the ones located along waterways like that one. Troy PD has two of them.
You might outrun that one cop, at that point, but you can't outrun the radio. And you definitely aren't going to outswim it. All he has to do is stand there on the bank, keep his eyes on you and vector other officers, or even officers from other departments (they've got these things called "mutual assistance agreements") to be waiting for you on other bank and arrest you when you finally get over there.
I'm 100% sure you'd still go to jail, but now you'd also be wet and tired. All over a little weed. smh
