There are thousands of hours of videos of cops being evil monsters. I've seen with my own eyes videos of cops being reasonable human beings in the moment, but I guarantee they would kill you in a second before they would kill an evil cop.
In the rancher/cattle model, they're the ranch hands who keep the cattle in line and eliminate problems or challenges to their 'authority'.

If their families start getting targeted they won't have families. If they don't have families they have no need to be cops.
