It's an observation. Rats infest and degrade society until they reach a critical mass and start spreading disease, at which point society starts falling to pieces. With the firemen dying to the plague, there is no one to put out the fires which burn down large stretches of society. This in turn kills the overabundance of rats and stops the plague.
The people you hate are the firemen, you're the rat, and I'm the carpenter that will rebuild when you are all gone, just as I have done many times before.
