Not even because he is a quarter Mexican (the rest is Irish, Italian, etc - a pretty typical Catholic mongrel at this stage) but because he just doesn't score European enough on DNA testing. As you'll see in reading the second link he's not even really white enough to pass on the old casta system in New Spain nevermind per historical American racial laws. Virginia's Racial Integrity Act, passed in the 1920s and itself watered down to allow Virginia's first families to pass (the so-called 'Pocahontas exception') set the cutoff at 1/16 amerind. Fuentes isn't even close.
I didn't mean to say that Fuentes is non-white because he is Italian or Irish - only that he isn't white by any reasonable metric. Precedent does matter. For one thing, the higher degree of admixture the more likely there is of adverse effect on phenotype. Fuentes chimed in at 79% European and almost 15% Indian. As he is part Mexican there is some chance he may even be part black. Mexicans aren't as likely to be black as Puerto Ricans are - but we have 7% more to account for with him and he's already too darkie.
