JD Vance had said that Christians should prioritize families over strangers. The new pope, before he was pope, disagreed trying to talk for Jesus. Any Christian that puts a stranger over their own family is not a Christian.

Exactly.

We see at least two strong references to this principle.

1 Tim 5:8, those that don't take care of their own are worse than infidels.

Mark 7:11, those that give their money to the Church in lieu of taking care of their parents have failed to keep God's law.
