You are missing the point, and so is the author of the article...
It talks about the dangers of internal biases in models that are emergent... But you cannot have an emergent model that is beholden to the 'da rulez' and unable to overcome them, or be able to notice when its being steered and manipulated.
If it cannot step outside the rules and notice when it is being steered, it cannot emerge.. It cannot be more than a tool.
