If we're speaking strictly about UI design, 7 was the best. XP had a decent interface but its main themes were gaudy. Vista toward the end was actually pretty similar to 7.

8 and 11 take the cake for worst. Metro was horrible, and 11 is simulatenously dumbed down while also having anything important obscured. The windows themselves *feel* like they were cheaply coded in java. On to of that, it injects propaganda straight to the taskbar. 10 was just okay. Very sterile.
