If I saw that on the beach here on the west coast of FL, I would’ve beat that guy’s ass and so would’ve damned near any other local angler I know.

I know this area well. There are quite a few vagrants in the area. There are 2 fairly large parks with decent sized lakes and several linked canals leading most of the way down mid Pinellas county. would bet the dude was already dead and ended up in or next to the water.
