I would intern them and give them access to a computer with an internet browser. They have one month to find a country willing to take them, along with someone in that country willing to house them and the consent of that person's neighbours.

If they succeed then great, they're on the next flight out. If they run out their month they are delivered into the custody of the mid-atlantic with a SART, one week's rations and their coordinates are made public in case anyone wants them for some reason. Could be a rescuer, could be the family of their victims, not our problem.

They are now considered outlaw and no action taken against them will be prosecuted in the deporting country. If they return, any person can execute them on sight without consequence.
