This is EXACTLY correct. A friend who grew up in Slovakia under communism once told me it was strictly forbidden to keep pets, unless they were dogs used for hunting.
The thing is, under communism, there's no resources for ANYONE, because communism is a shit system that doesn't work. So, once they get rid of your pets, guess what's next? Well, there's definitely no use for political agitators and people that don't keep their mouths shut, so they then become the next "resource waste" under communism.
Anyone in any position of authority even mentions about coming for the pets, then they get the bullet, period. When fighting communism, it's better to err on the side of safety and liquidate ANYONE that hints at this shit, anywhere, in any position.
