Different parts of the world had different facilities making the “vaccine” - and different companies making variations of it, some even for different races (doctors refusing to give black woman vaxx because they thought she was white, had to reschedule appointments, etc)
There is no assumption - it is clear that the outbreak of whatever it was was manmade, and that there were multiple concoctions given out as the “antidote” - yes, Israel had a different manufacturing process involved in their version of the “antidote” - that is 100% clear.
