The difficulty lies in convincing a multilayered system that it's not a valid target.

The interceptor missile will simply compare the IR image with the UV-shadow image, and the radar guidance data that it's still being fed from the ground. Not so easy, huh?
Not really. Construct all rockets the same and for pure flares add cheaper fillers that have similar heat absorption to the explosives used in HE Frag warheads. 20% of the rockets are pure flare, 20% are secondary flare with a HE Frag warhead, and 60% are pure HE Frag warhead
It's now an issue of firing at inexpensive flare rockets as they may have explosives, or ignoring them and ignoring the potential they have explosives.

This results in either the israelis having an even worse cost efficiency as flares are cheaper than the high explosives that have to be smuggled in, or getting hit by rockets.

It's also possible to mix in a small amount of pure kinetic rockets that lack a flare or warhead. They won't do much, but they can be a distraction that doesn't waste HE material, in a similar fashion to the flares.

There are a lot of very smart people who have been designing and building these things for a very long time now.
I mean, clearly not as they forgot a safety fuse. A sharp 90 degree turn (especially towards the ground) should always result in an immediate detonation, defusing of the warhead, or by ejecting the booster explosive so the main charge doesn't detonate on impact. It all depends on the explosive system used.
