They did this after the vast majority of players had already bought the game, and played past the refund time limit. I don't think it will actually hurt them at all, because gamers love to forget how they got fucked in the ass whenever the next game releases.
Edit: Forgot to mention that Sony backtracked on the account linking. Don't know whether countries that can't get PSN accounts will still be forbidden from buying the game though. Again, it released 3 months ago, so most people who wanted it probably already bought it anyway.
