Of course the city manager is going to deny that the immigrants that he allowed into Springfield in exchange for federal dollars are committing heinous crimes that are commonly associated with Haitians in Haiti, where these acts are not crimes.
I guess we've forgotten about the Clinton Foundation getting heat for exploiting Hatian workers in the textile industry, where they justified the use of unpaid forced labor by saying that it gave them "work experience".
The USG was working with the former Haitian government for cheap labor. That government was overthrown by gangs sick of being victimized by the US backed regime. US allies in Haiti and their families were forced to flee out of fear of being killed now that they've been deposed and are no longer in power. The US Federal government gave these "allies" protected status and moved them here. 20,000 to Springfield, along with federal dollars to care for these people. But these are the people who helped the Clinton's enslave laborers. They are not good people.

They have been brought to Texas as well. Colorado, Florida, California, many of the states people here live in. Yet nobody does anything to stop it.
