Not necessarily. I mean the vulgate is certainly not older than the septuagint. The hebrew text the vulgate is based on diverged from the hebrew text the LXX is based on, probably (unless you assume the LXX translators took alot of liberties). How/when did they diverge is anyone’s guess. Im sure there are plenty of theories.
There were likely several competing hebrew versions that were curated by different religious comunities. Qumran/dead sea scrolls version also differs from LXX and the Vulgate/MT. The song of Moses for instance is different in all three.
