I've done a lot of thinking about this problem and there are only two answers.

One is completely outlawed birth control in a country and have severe penalties for those caught using it. Extremely severe like chop off your foot severe or the death penalty. They have to be so bad that people actually don't secretly continue to use birth control.


The other answer is the normalization of vast numbers of artificial wombs so that men and people who want to have children can have children without having to have the legal entanglements of a man and woman in the United States government and state governments and child care and divorce law groups involved. Artificial wombs exist now and have worked for animals for more than two decades. Sheep have been completely raised in them. It turns out the mother's womb really isn't that special. It can be replaced with a plastic bag and a simple IV. Yes that's really all it takes. The fetus does all the work of building itself and growing itself as long as it's kept in a fluid environment and fed the nutrients it needs at the right temperature. Many many men would like to have heirs but have given up the idea because it requires the legal entanglement of a woman who can sue their pants off and make the rest of their life living hell. With artificial wombs that all goes away. And there's absolutely no reason it should be expensive at all in fact it should be dirt Cheap not much more expensive than an aquarium but of course the medical system will get involved in the medical lobby and all these other groups which will force the cost of this to be very high however it's still a better alternative then hiring the young woman to carry your baby for you which is rather common these days and people forget that. And it typically cost between $20 and $30,000 for a young woman to carry your fetus for 9 months and birth it. So are artificial wombs really that weird? Remember there was a time when people thought artificial insemination was a wild and crazy idea as well as heart transplants and now it's common as hell.
