I've done a lot of thinking about this problem and there are only two answers.
One is completely outlawed birth control in a country and have severe penalties for those caught using it. Extremely severe like chop off your foot severe or the death penalty. They have to be so bad that people actually don't secretly continue to use birth control.
The other answer is the normalization of vast numbers of artificial wombs so that men and people who want to have children can have children without having to have the legal entanglements of a man and woman in the United States government and state governments and child care and divorce law groups involved. Artificial wombs exist now and have worked for animals for more than two decades. Sheep have been completely raised in them. It turns out the mother's womb really isn't that special. It can be replaced with a plastic bag and a simple IV. Yes that's really all it takes. The fetus does all the work of building itself and growing itself as long as it's kept in a fluid environment and fed the nutrients it needs at the right temperature. Many many men would like to have heirs but have given up the idea because it requires the legal entanglement of a woman who can sue their pants off and make the rest of their life living hell. With artificial wombs that all goes away. And there's absolutely no reason it should be expensive at all in fact it should be dirt Cheap not much more expensive than an aquarium but of course the medical system will get involved in the medical lobby and all these other groups which will force the cost of this to be very high however it's still a better alternative then hiring the young woman to carry your baby for you which is rather common these days and people forget that. And it typically cost between $20 and $30,000 for a young woman to carry your fetus for 9 months and birth it. So are artificial wombs really that weird? Remember there was a time when people thought artificial insemination was a wild and crazy idea as well as heart transplants and now it's common as hell.
@Sal_180. Any chance you could do some thinking in advance for once? Please give us the bio of the writer named Jordon King, the one who published the story you linked here with no confirmation that it is true.
"Newsweek has contacted.... for comment." But no comment or confirmation noted? Of course not, it's "Newsweak". You won't see confirmation, might even be a true story, but lets examine the writer.
The Institute for the Study of War (ISW) is an American nonprofit research group and think tank located in Washington, D.C. Founded in 2007 by military historian Kimberly Kagan, ISW provides research and analysis of various defense and foreign affairs, including military operations, enemy threats and political trends. ISW was initially founded in response to the Iraq and Afghanistan wars. According to their mission statement, ISW is "committed to improving the nation's ability to execute military operations and respond to emerging threats in order to achieve U.S. strategic objectives." ISW is a non-partisan, non-profit, public policy research organization.
There is a reason why Newsweek sold for $1. The buyer got ripped off, too.
Although, I don't see the point of this story. Paying Russian women to have kids is a good thing. Why world a military industrial complex outlet give a fuck?
It doesn't work, they tried it in Poland and it failed. There's a lot more to increasing birthrate than throwing some money at it like this in a quick fix
Of course it failed...living isn't a trial; but a response-ability. Suggesting money tempts wanting, while distracting from the need to resist want...which sustains life.

Is it this one? https://www.heyalma.com/an-ode-to-jewish-twitter/ possibly, they play games with names. She might have been married.
This one? Likely not. Photo: https://www.empireonline.com/author/jordan-king/
Regarding (((Kagan))), who is jewish and her org, "the ISW", following read is worthwhile.

Here's the actual source for the story, enjoy trying to discredit it because it's not what you want to hear.

b) Only nature offers; those within need to resist the wanted temptation to take.
c) Taking an offer by another implies ones self sacrifice to another aka ones choice sacrificed to a chosen ones suggestion.

Of course it failed...living isn't a trial; but a response-ability. Suggesting money tempts wanting, while distracting from the need to resist want...which sustains life.
Rate/rata - "fixed, settled"... https://www.etymonline.com/word/rate#etymonline_v_3392 It's attempting to estimate the value of births through ratings which tempts one to ignore the process (th) of carrying (bir;bher) forth... https://www.etymonline.com/word/birth#etymonline_v_11186
There ya go...wanting to fix a carrying forth of life aka holding onto motion, while wondering about why that doesn't work.
