Given the inherent variance of IQ across these hypothetical instances on other worlds it would lead to the conclusion that IQ had no bearing on the outcome. Sure, nigger tier IQ baby with a grenade probably happens, but I would also wager a small group within the "genius" class that built the civilization could also do it.
