This looks like a situation where daily contraflow (3/4 lanes into town in the morning and 3 lanes out in the evening) would ease congestion. But it also screams of a southeast asian country where no one can follow a rule as simple as a stop sign unless a cop is watching.
Also, based on the number of mopeds, a single center lane for them doing daily reverse traffic would accomplish the same thing. But, again, asian country. Rules exist only when one can expect to be punished for breaking them.
