Containing them, as prisoners of war. Can't let kikes go loose, especially during a war. He did try to make them leave Germany though I believe but at the time it was the Great Depression, so many other countries borders we're closed.

It's just the same how in the U.S. we had concentration camps for the Japanese as they were our enemies at the time. Just because they were being contained does not mean they were being killed.
