I did not read the faggy article but I assume you would have to roll penalties for every action.

It should be a full turn to move because you have to grab your wheels and roll to get anywhere.

I can understand if in game you once could walk, got very high level, lost your legs, and then wanted to keep playing your character so you use a wheelchair until magic can cure your legs. But why the fuck would you start out like that.
