Much harder target. If you barely miss the torso, you're likely to hit something else important. If you barely miss the head, you're very likely to miss entirely. Additionally, the vital spots are much smaller than most people realize. Shooting someone's ear or jaw doesn't stop the threat. Opening someone's skull with a graze doesn't stop the threat. You have to hit that tiny spot about the size of two closed fists in the upper skull.

It's all about probability.

Center mass shots have equal probability of hitting: heart, lung, spine, liver, aorta, superior vena cava, spleen, pancreas, and stomach. Hitting any of them can result in death.

Head shots have equal probabilty of hitting: bone, eyes, nose, ears, and brain. The bone, eyes, nose, and ears are not life critical functions. The brain has redundancy of most of its systems, so head shots must either damage both primary and redundant systems or the very few small and life critical systems without redundancy- 5-10% probability of hitting one of those.

Idiots train for head shots. Hunters train for center mass.
