They already did that, SSPX just ignored them. They've also since acknowledged SSPX's lineage of priests and bishops as canonical and their sacrements legitimate (albeit not permitted).
Thing is, they can't actually undo their holy orders or make them not-bishops. They can just say they don't have permission to perform sacrements.
I found his speech more compelling because he chose his words carefully. You can tell he believes what he's saying and is afraid of persecution for saying it. That's very powerful.
