That's not how either horde nor swarm warfares work. Before a random group can become a horde, they must first be sufficently and cohesively aggitated. Before a horde can become a swarm, they must first be sufficently deprived and pointed.
We have not yet reached sufficent aggitation. When the swarm is eventually loosed, the world will be transformed. It's called the Church of the Free Man protocol and is based on murmuration science. The new church will devour the world's corruption and shit it out as fertalizer for whatever comes after, if anything comes after. There's no gaurantee anything can or would want to survive such a swarm.
Theories of group psychology are all well and good, except the claimed conditions will never happen in practical terms, so the action/reaction paradigm is moot.
