Exactly what it is.
On the day of 9/11 RNGs around the world supposedly had highly abnormal results. Results that cant be called random. This is likely built on that.

Research indicates the world is a weird place.
The idea is expectation, observation, thoughts, and desires affect the world. Basically saying micro scale magic is real. The more people in on it the more they influence reality even if unwittingly. So using that premise lots of odd things have been done.

For example a bot that moves according to the output of a random number generator was built. In a normal setting its movements are appropriately random. Newborn chickens were introduced. The idea being the chickens would perceive the bot as their parent and want it to be close. The bot that should have moved entirely randomly instead moved around where the baby chicks were a lot.

There is also Randonautica. A supposedly randomized app that you basically pray / wish to for geo coordinates. Some people get mundane and random results. Others supposedly often get bizarre results that can be considered in line with their wish if not exactly what they went looking for. Kinda like asking for a balloon animal and finding a magazine with pictures of parade blimps or looking for death and finding a baby doll hung by a noose. If I remember right one person went looking for death and found a corpse in washed up luggage. There are many speculations about the app. Some say the app is listening to you and or that identical coordinates are being sent to others. Simultaneous results for other users, malevolent people tracking your phone, those who plant items corresponding to your search, ect...

People have had strangers stalk them while using the app. In one video there was a person doing the stalking in a car and repeatedly flashed their headlights for quite a while. No amount of changing roads would make them stop following. They even ignored police pursuit for a good bit. Once eventually pulled over they played it off as mistaking those they were chasing down for someone else.
