For the United States, there is a relationship between COVID “vaccination” rates, and how utterly screwed a state is. It’s not a 1-to-1 correspondence, because the demographic picture complicates things a bit.

Not really. The constitution was an effort to reduce the independence of the states (formerly independent nations with a military alliance) not increase them. The measures which granted them some independence were concessions.
The one biggest fuck up by the anti-federalists was not insisting on a clearly worded exit clause. If they had included that things might have gone better.
