After that is installed follow the installation instruction from the link you posted. It will 'build' some tools in your pc used via the command line to diagnose back-up that you will need to create on your phone, uploading them to your pc.

There is the option to install the Docker which will also install to Windows. The Docker will also take care of any dependencies.
I think that is probably what you want. Install the Docker and then go from there. But even then you end up back at a cmd.
This is currently not a point and click adventure.
