There are still factions in a pyramid hierarchy, and wokeness is very often used as a political cudgel among those factions. In fact it could be its main purpose now. My guess is some lobby that he sided against, or some other faction(s) has just laid out the cards it's been holding.

And from that POV, it's a sign that the rank and file are dissatisfied enough or not intimidated enough by him to go against this play.
