Noise-cancellers are more than that, they sample the background noise and insert an inverted/anti-phase version into the audio, cancelling it out for the wearer.

Either one should be fine if you are at home. If your in a vehicle or exercising, go with the earbuds.

Best for you to go try out a few brands and see which one you like the best. Last pair i bought was years ago and they were made by kenwood and i still have them. Haven't used them in awhile but, last time i did use them they still worked fine.
