He was making up for the earlier fuck-up. In the middle of the engagement (around 0:49-0:50) the cop hits his mag release on accident, so in the time he runs around the back of the vehicle he loads a fresh mag and lets the nig have all 17 rounds.

After that, he goes and picks up the mag he dropped and loads that back in.
