I learned this in the mid-1990's. Real killings of cops are covered up to avoid copy-cats. I saw a police car blown up and a police substation shot up in 1993 in Arlington, TX. Nothing made the media despite at least 5 dead cops.
Then they published fake terrorist attacks after running military training exercises there to make sure no witnesses would be close. The military people were sequestered for months afterwards, and their Internet connections are always censored. Ever military person has a list in their file of things they should not know.
