It is a likely scenario. Breathing creates carbon emissions, and as they have already done with regulating (taxation) dairy farming et al based on methane emissions, and offsetting the emissions with re-planting trees etc, the same will be implemented for the Human population - with the backdrop of 'Climate crisis' and -over population. "One of these numbers needs to get to zero !!"
This seems like a deliberate attempt to screw over suburban/rural folks who commute into cities for work, aka me. The obvious result would be anyone on a budget being forced to move into the city itself, or as close as tolerable. I wonder why, to squash independent sustainability? (Can't have chickens within so many miles, etc.) To force them into more "diverse" environs? This seems more like social engineering than just a blatant cash grab from non-city dwellers, aka non-leftists, but they might be just trying to screw outlying populations for not voting liberal enough.

Yes, it's part of Agenda 21. They want everybody living packed into cities. They want to make it illegal to own your own land, grow your own food, and collect your own water.
There are times where you think you're hit the hardest, but in reality this is a tax on the transportation industry. But, like all taxes on business they become a tax on the end consumer. This then drives up inflation.
But, I really don't think it's directly aimed at fucking specific subsets of people over. This whole shit show that the government caused (let's shut everything down and give 'em gebs) comes with a price tag. And, the consequences are already biting people in the ass.
Side note : If you do live in the suburbs then you've actually bought into a pyramid scheme where the only way for the burbs to be sustained via taxes would be to build more burbs. There are plenty of cities that have already collapsed because of this scheme.

The whole budget is debt based so it's not about costs. It's about sqeezing the citizen as much as possible to push everyone but the elite into the lower class.
The theory about them shoving everybody out of the middle class is probably one of the worst theories I've ever heard.
In terms of current US dollars your average family used to make around $4000 a year in the 1920s. People couldn't afford medical, families were multigenerational under one roof with far smaller square ft per house. The number of beds per person was much lower. And a car cost 1.25x the average persons yearly wage.
If they're trying to push everybody into the lower class they're doing an absolute piss poor job of it.

I think screwing over suburban/rural folks is a "happy" byproduct. Imo it's because they are pushing electric cars so much, that gas tax revenue are going to be down. So they need to prepare the new tax and a mile tax is how they'll go about it.
With all the electronic stuff in cars and Volkswagen already planning on charging owners fees per miles for certain functions, I wouldn't be surprise if the mile data isn't somehow uploaded directly. They make money, they track you, and it would be really hard to dodge that tax.

It’s not actually in the bill, although there is a voluntary pilot program to test the concept and practical implementation. The idea is to have something to replace the gas tax as more electric vehicles are on the road.

Move to the city, where you can be tracked and controlled (and can't be self sustainable). Cheapest thing will be using a shared, self driving electric vehicle. You are limited to going to certain locations only. The only time they will malfunction and crash is when dissidents are riding.
It can be enforced via the states annual registration process. A lot of states already require reporting your mileage when you SMOG. They will collect when registration fees are due.

While GPS tracking devices would be their wet dream, it's more likely they'll just tack that onto fuel sales, using some 'average' or whatever bunk equation they choose.
If i had to guess, they would figure out some way to incorporate it into vehicle safety inspection. As an example, the state in which i reside records odometer reading on yearly vehicle inspections. I could see them making a move requiring all states to do this, then being required to put this info on your tax return paperwork the way you would a w-2.
This will hit the low income families the hardest, as usual. The goal is to put everyone out of work, stick them on government enslavement welfare and outsource all jobs to china.
