That is from the Torah, which Christians are commanded to not follow. Romans 7:1-6 and many other passages in the New Testament state that. They couldn't possibly stop them from entering heaven.
Edit: I just looked up what is meant be "The congregation of the Lord". It isn't referring to heaven but to Civil and Church offices in Israel.
