If using modern medicine it would still kill approximately 10% of the global population.

Covid-19 has a mortality rate of under 1%, when attributed with two additional co-morbidity factors

Considering everything the government has done, I really doubt there ever was a bubonic plague, or that it was that bad. It would have been much easier back then to lie to the populace and scare them in subservience.
