Under legislation to go before parliament as early as today the Premier would have the power to make a pandemic declaration following consultation with the chief health officer, and extend it in three-month blocks for as long as he considered it necessary.

They already did a minor version of this when they rewrote the health and wellbeing act. They, without vote, literally made changes that would give them the ability to declare a state of emergency perpetually if it involved covid 19. Literally, the law mentions covid 19 by name and specifies the extension of power. They are just broadening this to anything else.
