I hope you kids are kidding around; those are hearing-assistance devices. You must not leave the house much if you've never seen them. At a public building like a court-house, they probably have a shitload of them and they can't deny them to anyone that asks for them. Rather than having speakers that boost the audio around the room, they're just earbuds that play the audio a little more loudly for the listening-impaired.

They are connected the microphones in the podiums of the court-room speakers. Nothing fancy. The box under their neck controls the volume and probably the "channel" to which the device is connected.

The guy is wearing a press badge so they're probably transcription headsets for reporters. Seeing as how they're all the same style, the courtroom might have its own system.
