Yeah, they mod the vehicle so they can selectively cut out all the epa mandated filtration equipment, and presumably switch to a fuel rich/air poor mixture. The black smoke is unburned fuel.

Never fucked with diesels, but my understanding is this is the concequence of keeping your diesel under a certain RPM. The nasty shit spins in the turbos, then when the throttle is lifted, all the "coal" is discharged out of the exhaust. Running a "rich mixture" or without DEF could also help add to the soot.
